It's not technically wrong to label the 30% portion any way you want and have it be for defence. Roads are defence.

I agree, Let's build more roads north as part of defence spending. Just like the Alaska Highway was.

Ah, the Can'tservative boys killed the railway to Dease Lake decades ago. Now they're busy promoting mining up there. And they'll bawl about the problems with the rail link to Churchill.
