What Kyiv’s intelligence service reported
Russia’s March oil exports fell slightly to 3.46 million bpd, down from 3.49 million bpd in February.

Petroleum product exports also dipped from 2.21 million bpd to 2.19 million bpd.

The decisive factor was infrastructure disruption, not sanctions.

The ports of Primorsk and Ust‑Luga — Russia’s Baltic export backbone — suffered sharp collapses in throughput.

Primorsk fell from 1.1 million bpd to 732,000 bpd.

Ust‑Luga plunged from 471,000 bpd to 105,000 bpd in the final week of March.

Kyiv attributes this to Ukrainian drone strikes, which it says cost Russia $970 million in oil revenue in a single week.

By month’s end, petroleum product activity at Ust‑Luga had nearly ceased.

Why sanctions relief didn’t help
According to SZRU, the U.S. easing of certain sanctions created a theoretical opening for Russia to move more oil — but Russia couldn’t exploit it because:

Port infrastructure was damaged or offline

Logistics chains were disrupted

Force majeure conditions were in effect at multiple terminals

Black Sea facilities (Feodosia, Novorossiysk) were also hit during the same period

Sanctions relief is irrelevant if the pipes, pumps, and terminals are on fire.

Russia sent its top envoy Kirill Dmitriev to Washington to negotiate softer oil sanctions before the April 11 deadline.
Meanwhile, Ukrainian drones are already handling the sanctions.

Tonight, a Ukrainian drone struck the Tynguta station on the Volgograd-Tikhoretsk pipeline, setting off a fire visible from 25 kilometers away. The pipeline feeds diesel directly to Novorossiysk and the Sheskharis export terminal, Russia’s main Black Sea oil artery.
