TLDR Snake will not eat its own tail. The industry has invested half a trillion in their Canadian operations and Venezuelan oil would directly compete with that. They will do PR tours and shake hands but they will not dance to the tune that Donnie is playing because he won't be there in a decade and they would be holding the bag.
