Mexico was not ahead - it was surprised. Canada's move reduces Mexico's domestic pressure. Pressure Canada first, then use Canada's concessions against Mexico.

Canada flipped the script by setting the baseline for concessions, prevented the U.S. from offering Mexico better terms, and forced Mexico to negotiate after Canada, not before.
