When that govt's daily Crime Bills were ruled unconstitutional he accepted that. So review it so it's not. PP would just invoke notwithstanding to be above the law.
I'd never accuse Harper that he put his personal ambition ahead of the best interests of the country.
He had a minority government (thankfully) and he introduced us to the Omnibus bill of confidence to force either their vision of Canada or an unwanted election. I think he played a minority parliament well. Harper was still an asshole, but played the hand he was dealt. Harper was far more a statesman than PP could ever be.
