I remain sceptical, but the benefits are obvious.

Economically, Canada is the 11th biggest economy in the world, bigger than all but 3 EU member states. Adding it to the common market would immediately give a 10% boost to the EU GDP and likely accelerate growth in the long run.
Canada also has plenty of critical natural resources vital to ensure European sovereignty: Oil, Natural Gas, Potash, a catalogue of 34 critical minerals including Lithium and even Uranium.

This association would also benefit our common security as Canada is more than willing to boost military cooperation with European countries and is very keen on bilateral investments into our military-industrial sectors.

But most importantly it might serve to invigorate the anaemic state of our Union. Associating with Canada would be a win in and of itself but Carney also proposes a grand vision that is clear, constructive, realistic and which hinges on a EU that realises its potential and acts as the benevolent cornerstone of an alternative global architecture.

One way or another, Canada is going all-in on the EU. That needs to be worth something.

These are sectors where Canada wants to reduce dependence on the U.S. and attract sovereign wealth funds, pension giants, and megabanks.

Harper’s presence helps Carney send a message:

“This is not a Liberal project. This is a Canada project.”

That reassurance is crucial when you’re pitching BlackRock, Barclays, Temasek, Mubadala, Norges Bank, and other funds managing trillions.
