Just label the whole thing as defence spending and problem solved.

It's not technically wrong to label the 30% portion any way you want and have it be for defence. Roads are defence.

I agree, Let's build more roads north as part of defence spending. Just like the Alaska Highway was.
Gotta get them tanks up there to challenge the Chinese landing craft on the beaches.

Ah, the Can'tservative boys killed the railway to Dease Lake decades ago. Now they're busy promoting mining up there. And they'll bawl about the problems with the rail link to Churchill.

I think, or hope you are aware that the United States Corps of Engineers built for Alaska Highway and the US paid for it??
