Why these countries matter
CETA has been provisionally in force since 2017, meaning most tariff reductions and trade rules already apply. But because CETA is a mixed agreement, it requires all 27 EU national parliaments (and in some cases regional parliaments) to ratify it before it can fully enter into force.
The remaining 10 holdouts prevent:
Full implementation of investment protection provisions
Activation of the Investment Court System (ICS)
Final legal completion of the agreement
