I still think the best anti-smoking move would be to bring back cigarette machines and only allow sales through those.
Update them like ATMs for security, but not the coin mechanisms. Nickels, dimes and quarters only.... muah ah hah!

I'm sure Alberta will take this money and do something appropriate with it. Like tax breaks for oil exploration or some such.
As someone who had both parents as smokers, and so I was a smoker from birth, I expect I won't see a penny for all the harm it's caused me. The strokes, the cancer. Fuck all. Smith will just tell the feds to stay in their lane, and put the money into general revenue, then give big tax breaks to industries that don't need it because of the budget surplus it creates.
